Drug use in the United Kingdom is among the highest reported in Western Europe and people who inject drugs (PWID) experience stark health inequalities, with increased morbidity and early mortality. This report explores infections, as well as associated risks and behaviours, among people who inject drugs in the UK to the end of 2019. It also presents preliminary data on the impact of COVID-19 on PWID and services in 2020.

The Government’s plans for reform across the NHS, public health and adult social care are designed to enable services to deliver improved outcomes. The cornerstone will be a framework of accountability that focuses squarely on how well services are improving outcomes for people. For the NHS, this begins with accountability at a national level focused on health outcomes. An NHS Outcomes Framework was developed to provide national level accountability for the outcomes that the NHS delivers. This document sets out the first NHS Outcomes Framework. It builds on the proposals published for consultation in Transparency in outcomes – ‘a framework for the NHS’ and the responses received to that consultation.
