Building on the 2021 Interim guidance, this second version and update, incorporates the lessons and feedback from the hepatitis pilots that successfully demonstrated the feasibility of measuring hepatitis B and C impact targets to demonstrate elimination, whilst highlighting challenges caused by high disease burden in some countries, as well as delays in reaching mortality targets due to the long natural history of disease progression to liver cirrhosis and hepatocellular carcinoma.

This report explores the unprecedented hepatitis C elimination programme developed since 2019 between NHS England, pharmaceutical industry providers, voluntary sector bodies and other partners, and profiles ‘elimination initiatives’ that have been developed in different parts of the country and wider health and care system as a result.
Through insights drawn from interviews with key partners in the programme and data available so far, the report seeks to develop a picture of what these initiatives involved, how they have evolved, and next steps on the road to elimination. These include efforts to find, test and treat people in community settings, the criminal justice system, primary care, drug services, Emergency Departments and other services.
